International agricultural research: presentation and signature of an Action Plan between France and the CGIAR

France and the CGIAR System Organization strengthen their institutional and scientific partnership for agricultural research for development in the South.
The Ministry of Europe and Foreign Affairs, the Ministry of Higher Education, Research and Innovation, the Ministry of Agriculture and Food, and CGIAR System Organization organised an event to present and sign their Joint Action Plan on Thursday 4 February 2021.

The signature took place on the sidelines of the event 'Bonding science and policy to accelerate food systems transformation - In support of the United Nations Food Systems Summit 2021’, a high-level event which was opened by Qu Dongyu, Director General of the FAO, Gilbert Houngbo, President of IFAD, Agnes Kalibata, Special Envoy of the UN Secretary General for UNFSS 2021 and Julien Denormandie, French Minister of Agriculture and Food.

Signing of Action Plan

 

In the context of the in-depth reform of the CGIAR towards its transformation into One CGIAR, France confirms its support and commitment to this dynamic.

France and CGIAR are committed to implementing an action plan comprising three components:

1. The development of ambitious partnership projects (see below),
2. Soft diplomacy
3. Financial and implementation support.

The core of the action plan is the first part backed by the Declaration of Scientific Collaboration signed by the CEOs of the French research and higher education organisations concerned (CIRAD, INRA, IRSTEA, IRD, Agreenium) and Marco Ferroni, as Chairman of the CGIAR System Management Board at the meeting of the French Commission for International Agricultural Research (CRAI) on 22 March 2019.

The declaration identified three priorities for collaboration: "agriculture and climate change", "the agroecological transition", "sustainable nutrition and food systems", each with a strong focus on measuring impact.

France is providing the Programme Director of the CGIAR System Organization in Montpellier with a French expert for 3 years to support the implementation of the One CGIAR reform.

The Ministry of Europe and Foreign Affairs (MEAE) has increased the French contribution by €4 M/year for 2020, 2021 and 2022 on window 2 of the CGIAR Trust Fund which finances the major research programmes of CGIAR, paid for 2020 and 2021 to the CRPs 'Climate Change, Agriculture and Food Security' (CCAFS), 'Forests, Trees and Agroforestry' (FTA) and 'Agriculture for Nutrition and Health' (A4NH) in relation to the three priority themes mentioned above. This contribution complements the €1.2 million paid each year by the Ministry of Higher Education, Research and Innovation (MESRI) in Window 1 ("Core funding").
