Abstract

Complete title : PROJECT PERFORMANCE ASSESSMENT REPORT EGYPT SECOND PUMPING STATIONS REHABILITATION PROJECT (LOAN 3198-EGT) AND THE NATIONAL DRAINAGE PROJECT (LOAN 3417-EGT AND CREDIT 2313-EGT) February 26,2004. Conclusions extract : The project experience offers two lessons:

• Disbursement and physical achievements are not always good indicators of project success. Failure to address systemic institutional problems may adversely affect operational efficiency and sustainability of project works, and make lending ineffective. This not only hampers the Bank’s reform agenda, but it also causes concern among the Bank’s development partners who see the Bank as the only interlocutor with any leverage with the GOE to introduce institutional and policy reforms.
• In-country Bank partnership with bilateral development agencies is a powerful instrument for institutional reform. Typically, bilateral agencies develop long-term institution-building relationships with government in specific sectors, which may significantly increase the utility, relevance, and leverage of Bank assistance. In Egypt, bilaterals bring differing perspectives to the water and agriculture subsector and are notably strong at capacity building in drainage and community development.
