Abstract

The diffusion and even the obligation of constitution of associations of irrigants such as they were promoted these ten last years, in the form of normative model valid for all of the situations in the world, not taking into account the existing country institutions, do not seems to go in the direction of an effective, total, integrated and durable reform.
