Abstract

Running costs of French surface irrigation water user associations are increasing, their water service provider mission is getting more complicated, while their economical capacities are decreasing. Surface irrigation water associations’ sustainability is problematic. Nevertheless, these surface networks offer much more services than the strict irrigation water service. Many local stakeholders, representing the socio-economical system connected to the channels, take advantages from these positives externalities. Nevertheless, surface irrigation generates great negatives externalities too .
