Abstract

FRANCE: well equipped in water, France is not very dependent on the resources coming from other upstream. The aggravation of pollution resulted in privileging a management of the water ressource by 6 basin organizations, with committees of users and a mechanism of economical incentive.
SPAIN: despite the impressive number of storage dams, put into service by the ten hydrographic confederations, Spain is always thirsty for water. The hydrographic national plan plans to increase the water transfer of rivers running towards the Atlantic towards the Mediterranean basins, with the large injury of "Autonomous" donors, and Portugal.
ITALY: there are basin organizations only for the rivers which cross several "regioni" or regions. Regions remain charged to implement a planning and a rationalization of water industry. Localism prevails in the north, where the resource is abundant. But the water services are regionalized in Puglia, in Sicily and Sardinia.
